CS Ogamba wants CDF funds redirected to his docket

Appearing before the Senate on October 1, 2025, Education CS Julius Migos Ogamba urged lawmakers to transfer all CDF education allocations to his Ministry should the fund be abolished.

Ogamba told senators that more than 75 per cent of NG-CDF resources are currently used to support education through school infrastructure, bursaries, and the construction of new institutions.

He argued that consolidating these resources under the Ministry of Education would improve planning and could pave the way for the rollout of truly free education.

“If the fund is to be wound up, we urge lawmakers to consider transferring the money that currently goes to education through NG-CDF directly to the ministry,” he said, noting that the ministry is already preparing to conduct a comprehensive audit of all education-related funding streams.

The CS explained that while the current national education budget stands at Sh702 billion, it does not capture the full financial footprint of the sector.

He said the audit would reveal the total investment in education from bursaries, institutional donations, and government agency support, enabling the government to pool resources for maximum impact.

His remarks come amid uncertainty over the future of NG-CDF, after the High Court declared the fund unconstitutional and ordered its cessation by June 2026.

While MPs are pushing a constitutional amendment to protect it, Ogamba insisted that education must not suffer if the fund is phased out.
