MoE to meet TTC principals in Mombasa amid fresh fears of two-year admission freeze

Basic Education PS Prof. Julius Bitok has invited TTC Principals and Deans of Curriculum to a workshop in Mombasa to discuss Competency Based Education, even as fears grow over a possible two-year freeze on admissions.

The Ministry of Education (MoE) has convened a workshop meeting with Teacher Training Colleges (TTCs) Principals and Deans of Curriculum to deliberate on the alignment of graduate teacher training for Competency Based Education (CBE).

In a letter dated September 1, 2025, signed by the Basic Education PS Prof. Julius Bitok and addressed to all Principals, the meeting will be held at Mombasa Beach Hotel from September 22-25, 2025.

“The Ministry of Education is implementing reforms to transform the outcomes and impact of the education system. The current focus is on the Competency-Based Education (CBE).

To support the transition of the first cohort of CBE students into Senior School, concerted efforts have been directed towards teacher training by diverse stakeholders, including universities, teachers’ training colleges and the Teachers Service Commission. As a key stakeholder, we would like to invite you to the workshop. We also request you to extend this invitation to the Dean of Curriculum,” said Prof. Bitok in the letter.

This comes amid fears that the government wants to again freeze admissions for the next two years in public TTCs, asserting that there are many trained teachers.

In 2019, the government suspended new admissions to TTCs to pave the way for the rollout of the new Diploma in Education Programme. If the current fears are valid, it will negatively affect public TTCs and leave private TTCs to thrive.
