Marginalized group in Narok petitions MoE, TSC for appointment to leadership ranks

The Siria clan of Maasai clan in Transmara South Sub County in Narok County has called on the Ministry of Education, (MoE) and the Teachers Service Commission, TSC to appoint their sons and daughters in their leadership ranks to address what it describes as decades of marginalization in educational leadership appointments.

In a letter dated September 12, 2025, Moses Koin, a resident of Logorian, said qualified teachers from the community have been overlooked for promotion to key positions such as Education Officers and Quality Assurance and Standards officers or TSC directors at any level.

Koin expressed concern that despite the Siria clan producing competent and experienced teachers, none has ever been appointed to senior leadership positions in Trans Mara South Sub County.

He said this persistent exclusion has denied teachers opportunities for career growth, lowered morale among the teaching fraternity and deprived learners of role models from their own community.

In the letter addressed to the Principal Secretary in the State Department for Early Learning and Basic Education, Prof. Julius Bittok, Koin urged the Ministry to correct the imbalance by promoting qualified teachers from the Siria clan to leadership positions.

He further appealed for the establishment of long-term measures to ensure equitable representation of marginalized groups within the Ministry’s leadership structures.

Koin stated that taking such steps would not only correct a long-standing historical injustice but also uplift education standards in Transmara South, inspire confidence in the teaching profession, and give hope to learners who look up to education leaders for inspiration.

He expressed faith in the Ministry’s commitment to fairness, inclusivity and equal opportunity in education, saying he looked forward to timely intervention.

The petition was also copied to the County Director of Education in Narok, the Regional Director of Education in the Rift Valley, and the Chairperson of the Parliamentary Committee on Education.

Education stakeholders in Transmara South have previously voiced concerns over unequal representation in government positions, arguing that it undermines local participation and erodes community trust in public institutions.

The Ministry of Education is yet to issue an official response to the petition, but the move by Koin has drawn attention to what many in Trans Mara South describe as a long-running gap in representation and leadership within the education sector.
