PS for Education Prof. Julius Bitok has come under heat from teachers following threats today for those who have not submitted the enrollment data required by the Ministry of Education.

He also promised to sack teachers and Sub-County Directors of Education who submitted false records on the exact number of students nationwide.
These threats are coming at a time when the Ministry is collecting data on school enrollment to facilitate the release of capitation funds.
The PS spoke today in an online meeting with all field officers, which included Regional Directors of Education (RDEs), County Directors of Education (CDEs), and Sub-County Directors of Education (SCDEs).
KUPPET Secretary Akello Misori has taken Prof. Julius Bitok to task over the threats, saying that he has no power to fire teachers.
“The relationship between MPs and teachers is process-oriented, and the PS has no mandate to sack teachers,” Misori said.
He warned the PS to stop harassing teachers and instead engage them in a friendly atmosphere.

He remarked that he was overstepping his mandate.
His KNUT counterpart, Collins Oyuu, also reminded the PS that teachers are employees of TSC and that the Ministry has no power to discipline them.
“KNUT, is, however, appealing to the school headteachers to submit the required records in time because it is a government requirement,” Oyuu said.
Misori asked the Ministry to plan its activities in good time and avoid situations where it ambushes teachers by demanding records on short notice.
He said MoE should have requested the data during the school holiday to ensure that the disbursement of school funds is done ahead of school reopening.
On Sunday, September 7, 2025, Bitok disclosed that of the 22,000 schools across the country, only 3,000 had received capitation so far.
He explained that an audit of enrollment records was still ongoing, hence slowing the process.
He further urged school leaders to act quickly to avoid further setbacks. “Otherwise, I want to call upon all the principals and all the sub-county directors of education who have not submitted data in the correct format to do so expeditiously, because it is that data that we are relying on to verify tseph he number of students and the number of schools and to make sure that the right schools and the right candidates get their capitation,” he emphasized.
