TSC’s new promotion rules deal blow to secretariat staff

Teachers Service Commission (TSC) Secretariat staff have suffered a blow in their pursuit of promotions to the following grades after the Commission announced the implementation of the Career Progression Guidelines (CPG) 2023.

The Commission Secretary and CEO, Evaleen Mitei, in a circular dated August 20, 2025, said that the Commission said that the new guidelines are aimed at fostering professionalism and fairness, while also introducing tougher requirements for advancement.

According to the circular, “The implementation of the Career Progression Guidelines for Secretariat Staff is a step towards a significant initiative by the Commission to foster a transparent, equitable, and growth-oriented work environment for all employees in the Commission.”

The guidelines define roles, criteria for advancement, and expectations at various levels. From now on, promotions will be tied to qualifications, competencies, and performance.

“It shall be a mandatory requirement to fully comply with the provisions of the CPG 2023 in order to enhance your career progression within your role as an employee of the Commission,” the circular directs.

In recognition of the fact that the guidelines have just been introduced, the Commission has provided a brief period of relief.

“The Commission has given you a grace period of three (3) years to acquire job-specific requirements… for qualification to the next job group/grade as may be appropriate,” the notice adds.

Staff unions and employees, however, warn that the new rules could disadvantage long-serving officers who may not have the academic papers or resources to pursue additional qualifications within the set period.
