TSC releases roadmap for P1 teachers’ transition to junior schools

The Teachers Service Commission (TSC) has released a roadmap for the transition of P1 teachers to Junior Secondary Schools (JSS), announcing that 1,436 primary school teachers will be deployed beginning September 2025. This follows 3,718 applications received, out of which 1,436 were validated and verified at Sub-county and county levels as qualified for posting.

According to a circular signed by Acting Commission Secretary and Chief Executive Officer Eveleen Mitei, the exercise is guided by a detailed plan that began with online applications and will conclude with reporting to schools in September.

The online application process for deployment ran from January 13 to April 7, 2025. The roadmap further indicates that the TSC Board reviewed and approved the deployment paper on July 17, followed by virtual sensitization of Regional and County Directors on August 7.

On the same date, memos, applicants’ lists, and deployment templates were sent to County Directors. Validation and verification of shortlisted applicants’ documents began on August 8 and runs until August 22.

Teachers seeking deployment to Junior Secondary Schools must meet strict qualifications set by the Teachers Service Commission. They are required to be duly registered with the TSC and currently serving as primary school teachers, free from interdiction or any disciplinary action.

In terms of academic requirements, an eligible teacher must hold at least a Diploma in Education and have attained a mean grade of C+ at KCSE, with C+ in two teaching subjects or the equivalent under the A-level system. Teachers who scored a mean grade of C (plain) but later advanced their studies by obtaining both a Diploma in Education and a Bachelor of Education also qualify.

Additionally, teachers who completed a pre-university bridging course before December 31, 2015, and achieved a C+ or higher in two teaching subjects are considered eligible. However, those holding a Bachelor of Education (Primary Option) do not qualify for deployment to Junior Secondary Schools.

Sub-County Directors will also verify original academic and professional documents, payslips, and declarations from Heads of Institutions confirming that teachers are not under interdiction. Certified copies will be retained for record purposes.

Successful teachers will be issued their deployment letters between August 18 and August 22 by Sub-County Directors, or by County/Regional Directors for teachers posted outside their current Sub-County, with actual deployment to Junior Schools on Entry Portal and Submission of Deployment Documents to TSC Headquarters for August 25 to August 29, 2025.

Considerations will include proximity to the current station, subject combinations, gender balance, and Special Needs Education (SNE) qualifications for teachers posted to special schools.

Teachers are expected to report to their new stations on September 1, while County Directors must submit reporting status by September 30, 2025.

Teachers will also receive new appointment letters reflecting promotions based on their qualifications and current job groups.

Teachers at Grades B5 and C1 who hold a Bachelor’s degree will be given appointment letters upgrading them to Grade C2. Those at Grade B5 with a Diploma in Education will move to Grade C1. Similarly, teachers currently at Grade C2 with a Bachelor’s degree, and who were promoted on or before August 31, 2022, will receive appointment letters elevating them to Grade C3.

At the same time, teachers at Grade C1 with a Diploma certificate and promoted on or before August 31, 2022, will be advanced to Grade C2. However, teachers at Grade C1 holding a Diploma but who have not completed three or more years of service will only be issued with deployment letters. Deployment letters will also be given to teachers with a Diploma certificate who are already at Grade C2 and above.

In addition, teachers at Grade C3 and higher who hold a Bachelor’s degree will be issued with deployment letters as part of the transition to Junior Secondary Schools.

Deployment will be done strictly through the online Posting, Entry/Exit Reports Module, as the Commission no longer accepts hard copy casualties. Heads of institutions must ensure timely exit and entry reports are filed to complete the deployment process.

After the deployment exercise, County Directors will forward certified copies of academic documents, deployment letters, and reporting details to the TSC headquarters.
