The Council of Governors (CoG), in partnership with Food for Education, has launched a unified school feeding policy to enhance early childhood learning and boost school attendance across counties.
Unveiled during the ninth devolution conference held in Homa Bay County, the Primary Model School Feeding Policy aims to provide a simple uniform yet scalable framework for delivering nutritious meals to learners in Early Childhood Development and Education (ECDE) centres across the country.
The policy was developed through a multi-stakeholder collaboration involving the Senate, county governments, the national government, and Food for Education. It seeks to strengthen school feeding programmes while promoting community ownership in planning, delivery, and oversight.
Speaking during the closing session of the conference on Friday, Deputy President Kithure Kindiki hailed the initiative as a game changer in the fight against classroom hunger. “I commend the CoG and other partners for developing it. This policy will promote education nationwide and reduce hunger among pupils,” he said.

Under the new framework, counties are expected to adopt feeding models that support local agricultural production, stimulate economic empowerment, and ensure meals are prepared and consumed in safe, hygienic environments. The policy also calls for investment in infrastructure and the establishment of clear legal and institutional mechanisms to guarantee transparency and accountability.
CoG Chairperson Ahmed Abdullahi reaffirmed the council’s commitment to ensuring that all children benefit from sustainable feeding programmes. He emphasized that reducing hunger in classrooms is key to unlocking the full potential of learners and strengthening the foundation of basic education.
