The Higher Education Loans Board (HELB) has urged civil servants to apply for loans from the Training Revolving Fund (TRF) to pursue further studies.
HELB says the initiative targets employees of Ministries, County Governments, the Teachers Service Commission (TSC), and the National Police Service.
The loan offers up to Ksh500,000 annually at a 4 per cent reducing balance interest rate, with a repayment period of up to 72 months via a direct debit system.

HELB clarifies that no processing fees are charged.
The check-off system offers convenience by ensuring the loan is repaid through automatic deductions directly from the borrower’s salary.
The Training Revolving Fund was launched as a joint initiative between HELB and the Ministry of Public Service to address skills gaps in the public sector.
Eligible programmes for funding include postgraduate degrees, professional certifications, and specialised technical training from recognised institutions in Kenya and abroad.
Applicants must secure admission to an accredited institution and obtain employer approval before applying for the loan.
Beneficiaries are required to submit progress reports to HELB to ensure the funds are utilised for the intended training.
The fund also aims to promote succession planning by equipping public servants with advanced skills needed for leadership roles.
