In a move reaffirming continuity in leadership, Education Cabinet Secretary Julius Migos Ogamba has re‑appointed Habat Sheikh Abdi as the non‑executive Chairperson of the Kenya Institute of Special Education (KISE) Council for another three-year term.
In a Gazette notice dated August 8, 2025, the government points out its commitment to a sustained strategic direction for KISE.
The institute plays a central role in developing inclusive education policies, producing assistive learning materials, and building capacity for teachers serving learners with disabilities.

“The reappointment ensures continuity in implementing specialised programs and scaling up teacher capacity for inclusive education,” the notice said.
At the operational level, Dr. Norman Kiogora serves as KISE’s Director, overseeing the institute’s day-to-day administration and execution of its mandate as a semi-autonomous agency within the Ministry of Education.
Habat is an accomplished educational administrator who has been honoured with the Order of Grand Warrior (OGW) for his four decades of distinguished service in education.
He holds a Master of Education from Moi University, a Bachelor of Education (Honours) from the University of Nairobi, and a Diploma in Anti-Corruption from the International Institute of Education and Planning.
He has also undertaken extensive training, including the Strategic Leadership Development Programme (SLDP) at the Kenya School of Government, as well as courses in management, corporate governance, leadership, finance, and strategy, both locally and internationally.
