Submit or suffer: TSC targets TPAD defaulters with disciplinary action

The Teachers Service Commission (TSC) has warned teachers who consistently fail to complete their termly Teacher Performance Appraisal and Development (TPAD) reports on time.

Over 34,000 teachers were recently listed for failing to submit their first-term TPADs, prompting the Commission to stress the consequences of repeated non-compliance.

Teachers who are repeatedly flagged for incomplete submissions now risk being blacklisted from TSC promotions. They also face disciplinary action in accordance with the TSC Code of Regulations.

TSC is currently reviewing and upgrading the appraisal system to better align it with emerging educational demands and advancements in technology.

TPAD was introduced in 2016 and anchored in the TSC Act (2012) and the Teachers Code of Regulation (2015), TPAD is a participatory evaluation framework implemented across public primary and secondary schools in Kenya.

The appraisal process assesses teachers across five key competency areas: professional knowledge and instructional practice, classroom management, continuous professional development and innovation, ethical conduct and learner safety, as well as community involvement and collaboration.

It was developed to enhance teaching standards, promote accountability, and support professional development among educators.
