TSC introduces structured career progression in phase one of the 2025–2029 CBA

The Teachers Service Commission (TSC) has launched a structured career progression framework through the implementation of Phase One of the 2025–2029 Collective Bargaining Agreement (CBA), effective from July 1, 2025.

The framework includes salary conversion tables and grade-to-scale alignment that cover the full spectrum of teaching roles, from classroom teacher to chief principal.

Evaleen Mitei, Acting Commission Secretary and Chief Executive Officer (CEO), addressed all principals of diploma teacher training colleges, heads of primary, secondary, and special needs education institutions, as well as the Director of the Kenya Institute of Special Education.

The TSC circular outlines clear job designations across 11 key grades. A Primary Teacher II (Grade B5) on T-Scale 5 will start at KSh 23,830, progressing to KSh 27,195.

A Senior Master I (Grade D1) can now earn from KSh 77,840 to KSh 85,269, while a Chief Principal (Grade D5) will start at KSh 152,937 and reach KSh 169,668 at maximum.

As per the circular, “The current grading structure and designations shall continue to apply, and the salary conversion tables are as set out in Tables 2–12.”

The Commission reaffirmed its commitment to career predictability: “Annual salary increment will continue to be applied as provided for under Regulation 79 of the Code of Regulations for Teachers (2015).”

E. J. Mitei, who authored the circular, stated, “Teachers can now plan their careers with clarity and progression in mind. This structure not only motivates but rewards long-term commitment.”

The Commission also emphasised internal salary coordination: “Conversion of salaries shall be done at the TSC Headquarters and reflected in the payroll with effect from July 1 2025.”

The circular was copied to Cabinet Secretaries for Education, Labour, Public Service, and Treasury; the Auditor General; the Controller of Budget; the SRC; union secretaries (KNUT, KUPPET, KUSNET); and TSC’s regional and county directors.
