TSC rolls out phase one of 2025–2029 CBA with new teacher salaries

The Teachers Service Commission (TSC) has begun Phase One of the 2025–2029 Collective Bargaining Agreement (CBA), marking the long-awaited salary revisions for teachers in public basic education institutions.

The implementation, which takes effect from July 1, 2025, to June 30, 2026, introduces a revised salary structure and harmonised pay points across various job groups.

According to a circular dated July 31, 2025, all teachers on payroll as of July 1, 2025, will transition into new salary bands while retaining their incremental dates.

Evaleen Mitei, Acting Commission Secretary and Chief Executive Officer (CEO), addressed all principals of diploma teacher training colleges, heads of primary, secondary, and special needs education institutions, as well as the Director of the Kenya Institute of Special Education.

The salary conversion tables—from Table 2 to Table 12—outline new basic pay for each T-Scale, ranging from T-Scale 5 (Grade B5) for Primary Teacher II to T-Scale 15 (Grade D5) for Chief Principal.

Under the new scale, for instance, a Grade C3 teacher (T-Scale 8) at salary point 1 will move from KSh 43,154 to KSh 45,327. A Grade D1 teacher (Deputy Principal III) will earn KSh 85,269 at salary point 7, up from KSh 77,840.

In the words of the document: “Teachers converting into the new salary scales will retain their current incremental dates and will convert to the new salary points with effect from the same date.”

“The Commission remains committed to ensuring equitable compensation and smooth transition into the new structure.”

She added, “All salary conversions shall be implemented by TSC Headquarters and reflected in the July payroll.”

In the document’s technical appendix, the TSC emphasises: “Annual salary increment will continue to be applied as provided for under Regulation 79 of the Code of Regulations for Teachers (2015).”

It was copied to the Cabinet Secretaries for Education, Public Service, Labour, and the National Treasury; the Auditor General; the Controller of Budget; the Salaries and Remuneration Commission (SRC); the Kenya National Union of Teachers (KNUT); the Kenya Union of Post Primary Education Teachers (KUPPET); the Kenya Union of Special Needs Education Teachers (KUSNET); and all Teachers Service Commission (TSC) Regional and County Directors.
