CBE implementation on the verge of failure, if TSC, MoE don’t fix glaring gaps

Competency Based Education, (CBE) rollout and implementation is at the verge of collapse, as the Ministry of Education, (MoE) and Teachers Service Commission, (TSC) gamble around amid glaring gaps.

Stakeholders across the country have in the few days been sensitized on how learners in grade nine will be guided on pathways selection that is based on learning areas clusters, despite MoE laying foundation on how pathways will be.

As transition to senior schools beckons, stakeholders in education sector view that there are glaring gaps on how monitoring that results to effective implementation is carried out.

Early this year this platform reported on teachers applying 8-4-4 pedagogies to teach competency based curriculum in rural areas. This is happening despite government massive investment on retooling of teachers each year.

An in-depth survey by Education News on challenges facing implementation of competency based curriculum in selected public primary schools revealed that teacher support services are inadequate as both MoE and TSC field officers rarely visit the schools for curriculum monitoring and support services.

The response from the concerned field officers at the sub county (for MoE) and zonal for TSC, revealed a serious lack of facilitation to enable them move round and carry out serious curriculum monitoring and teacher support.

“How do we move around monitoring and offering the required support without facilitation?” asked Jane a curriculum support officer.

It was also revealed that field officers from both ministry of education and TSC rely on school heads to source funds to enable them mount serious standard assessments in their areas. Also, TSC field officers have no ICT gadgets to collect enormous data during teacher management activities. This was blamed on the glaring gaps noted in the implementation of competency based curriculum.

It is obligatory upon TSC and MoE to start putting more emphasis on curriculum monitoring. Investing on retooling alone will be counterproductive as it will erode the skills gained by the tutors during retooling.
