Stakeholders in Education sector have come out to urge Teachers Service Commission (TSC) and Ministry of Education (MoE) to release the contents of the May 15, 2025 document signed between the two.
Responding to Education News review on the state of collaboration between TSC and MoE, teachers, unions and education officers drawn from both sides claimed that the document should not gather dust in Government like several others.
The framework for engagement between TSC and MoE is believed by the stakeholders to go along in articulating the shared vision and objectives of the two regarding education in Kenya and defines specific roles and responsibilities of each institution ensuring that they are aligned in order to avoid any duplication.

“When the deputy president professor Kithure Kindiki brought together TSC and MoE top brass to an amicable agreement, we as education officers believed that the nasty tug of war that had derailed our duties had come to an end. But again, there seem to be nothing new,” replied an Education officer.
The teacher unions on their part hoped that the signed framework would outline mechanisms for an improved communication and collaboration between MoE and TSC, including regular joint meetings, initiatives, information sharing, teacher training, professional development and career advancement within TSC and MoE. They further urged for a quick implementation of the agreement as it will bolster implementation of competency based curriculum.
The Presidential Working Party on Education Reforms (PWPER) report recommended on areas of alignment and function separation between MoE and TSC. The document further recommended for timelines on achievements on grey areas that were marked as sources of confrontation between MoE and TSC.

Implementation of the PWPER has sometimes stalled due to what many view as hard stance on the part of TSC. In one of the engagement with MoE in the past,TSC CEO walked out of the meeting, an incident that brought for the bad blood between the two major stakeholders in the Education sector.
Currently, TSC top brass are holed up in a workshop at Naivasha that is bringing on board Regional, county and sub county Directors from all over the country. It is rumored that TSC is trying to redeem its image after a period of dented image. Promotional queries, employment forms in the hands of politicians, dysfunctional CPG, teacher rationalisation challenges among other hiccups forms the basis of the Naivasha retreat.
