TSC embarks on audit of teacher management services as verification of 2014 teachers begin

An audit team from Teachers Service Commission, (TSC) head office has been dispatched to various regions across the country in an exercise dubbed as Teachers Performance Appraisal and Development (TPAD) and PC and other core mandate monitoring.

The team is expected to conduct entry meeting with the County Directors, sub county directors, Curriculum Support Officers (Csos) and other TSC staff before embarking on a raft of audit process.

Education news has established that the audit team is concerned on inconsistencies in schools teacher management information systems that has led to overpayments in some schools. TSC is said to have a challenge in establishing the exact number of teachers in various counties due to the glaring inconsistencies.

In today’s entry meeting in western Kenya, the issue of field officers facilitation as reported earlier by this media resurfaced. As some Csos were giving out their expectations, they implored upon the audit team visiting one of the counties to note how they are forced to work under foul conditions without facilitation as they carry out the mandate of the commission.

The Curriculum Support Officers working within Special Needs Education, (CsoSNE) pointed out how they supervise teachers who earn special allowance without them being considered for the same.

The audit team is also expected to monitor the upcoming teacher replacement exercise which will kick off as from Wednesday 28th in most counties across the country.

TSC is facing a tight scrutiny from parliamentary Education committee on what the committee describes as lack of transparency in how the January teacher promotions were carried out. The committee is set to meet the commission on Tuesday 27th on what many observers view as break or make encounter that the promotions fate lies.

Other observers view the visit by the audit team as a way of justification of expenditure by the commission as financial year comes to an end.
