Principals warned against withholding result slips over fee arrears

Githunguri MP Gathoni Wamuchomba has cautioned school principals against withholding KCSE result slips over fee arrears.

The MP pointed out that many students had approached her to help them in securing their KCSE results from schools in her sub-county and neighbouring ones as well.

Wamuchomba lamented that most students who approached her were not in a position to clear the fees and thus were losing opportunities to join institutions of higher learning.

She said that the withholding was unlawful, noting that result slips were properties of the Kenya National Examination Council (KNEC) and all students were entitled to them since they already paid for them.

The MP cited Section 10(1)(b) of the Kenya National Examinations Council Act, 2012 which prohibits any institutions or persons from withholding KNEC certificates or diplomas from any candidate.

“I had to intervene for a few students in my constituency but sadly, couldn’t manage schools outside of my constituency,” she said.

Wamuchomba then called on principals to allow students to pay the fee arrears in installments instead of withholding the slips.

“The school contract is between the school and the parents, not the students. Unfortunately, students from disadvantaged backgrounds continue to be disadvantaged by systems meant to rescue them,” she said.

This matter persists despite the Ministry of Education frequently issuing directives requiring schools to promptly release academic certificates to students, fee arrears notwithstanding.
