The Teacher Service Commission (TSC) has moved to enforce compliance with the Public Service (Values and Principles) Act, 2015 on high standards of professional ethics among its secretariat staff.

In an internal memo seen by Education News, dated July 15, 2024 and signed by the commission Acting-Director in charge of Human Resource Management and Development, Evelyn Mitei, the commission wants its directors to update their professional body and their status before end of this month.

“Kindly confirm your Staff compliance with professional requirements and Status of their ‘Certificate of Good Standing’ from their relevant Professional Bodies and update this office on the same,” read the memo.

The memo, addressed to all directors, heads of specialized units, regional directors, county directors, and sub-county directors, specifies that the required information should include TSC numbers, designations, professional bodies, and the status of their certificates (whether in good standing or not).

Under the Public Service Act, all public officers are required to uphold high standards of professional ethics.

“Every public officer shall maintain high standards of professional ethics,” says the Public Service (Values and Principle) Act.

It also specifies that, if needed, the public service, a public institution, or an authorized officer may request a professional association to notify them if a professional within the public service has engaged in any act of professional misconduct.

“Where necessary, the public service, a public institution or an authorized officer may require a professional association to inform the public service, public institution or authorized officer whether or not a professional in the public service has committed an act of professional misconduct.”
