Mudavadi launches TVET-CDACC Strategic Plan 2023-2027

Technical and Vocational Education and Training, Curriculum Development, Assessment and Certi­fication Council (TVET CDACC) has launched its Strategic Plan for the year 2023-2027 at the same time released March/April 2024 assessment results.

The strategic plan was launched by Prime Cabinet Secretary of Kenya and Foreign and Diaspora Affairs Minister Musalia Mudavadi at the Kenya School of TVET in Gigiri, Nairobi.

The PM said the launch of the plan marks a pivotal step in aligning education strategies with the dynamic needs of the labor market.

Speaking at the launch, Mudavadi said the plan serves as a blueprint for all stakeholders in the TVET sector, detailing a clear vision, ambitious goals, and innovative strategies for the next five years.

“This comprehensive plan should act as a blue-print for all players in the TVET sector, in outlining the vision, goals, and strategies for the next five years, aimed at producing highly skilled graduates capable of driving technology, research and innovation for progressive economic growth.” said Mudavadi in his remarks.

It will guide the development of curricula, assessment and certification processes, research and innovation initiatives, ICT integration, and industry linkages.

The PM said that the government recognizes the TVET sector as a crucial component of the government’s broader strategy for youth employment, this plan ensures that the skills and competencies gained will enhance the competitiveness of our youth in an increasingly globalized world.

He re-assured youths that the government through relevant institutions is working towards ensuring key strategies and efforts aimed at empowering youth graduates are aligned with the demands of the current job market.

“This with an aim of producing highly skilled graduates who are not only employable but also capable of driving innovation and economic growth through self-employment,” Prime Cabinet Musalia Mudavadi has said.

At the same time, the Principal Secretary, State Department for TVET Dr Esther Muoria said the 2023–2027 Strategic Plan endeavors to strengthen the initiative of building a skilled and competent workforce.

The State Department is committed to its vision of vibrant, skilled youth that contribute to the socio-economic development of Kenya.

TVET CDACC Chairperson   Prof. Ahmed Ferej said the strategic plan lays the roadmap for what the council will implement over the next five years.

The Strategic Plan 2023-2027 is a blueprint for the Council’s priorities over the next five years. The Plan has taken into consideration pertinent global trends and emerging issues to ensure that the TVET sector remains internationally competitive. The Strategic Plan marks concerted efforts by the council to ensure that projects, activities, and strategic interventions are prioritized and implemented as planned.

The Plan comes at a time when the Government is implementing the Bottom-Up Economic Transformation Agenda (BETA).

The Strategic Plan is aligned to Medium-Term Plan IV, which focuses on implementing a raft of strategic interventions geared towards an inclusive growth through realization of the BETA agenda.

The plan has also fully responded to the nationally agreed priorities and development agenda as envisaged in the Sustainable Development Goals (SDGS), Africa Union Agenda 2063, East African Community Vision 2050, and the Kenya Vision 2020 aspirations.

Prof Ferej said that the Council remains committed to facilitating the training of Kenyan youth to provide a pool of skilled individuals that will support implementation of the agenda.

“This plan calls on the Council to continually review its curriculum development and assessment to remain relevant, it asks us to invest in institutional capacity to enable the Council to adapt to changing times,” said Prof Ferej.

TVET CDACC Chief Executive Officer/ Council Secretary Prof. Kisilu Kitainge said the plan is the culmination of an extensive and comprehensive situational analysis, the achievements, lessons and challenges from the previous Strategic Plan, an evaluation of global and emerging trends in TVET and an internalization of the expectations from our stakeholders.

“The Plan is in line with BETA and has considered the aspirations of the Sustainable Development Goals and the African Union Agenda 2063 amongst other national aspirations,” he said.

He said to achieve this; the Council will enhance its internal capabilities around people, financial resources, and infrastructure. This will ensure alignment with the government’s Bottom-Up Economic Transformation agenda.

The launch was attended by a number of education stakeholders including principals of TVETs and students.
