Education sector reaps big as Ruto assents to Supplementary Appropriation Bill 2024

The Education sector will reap big after President William Ruto signed into law the Supplementary Appropriation Bill 2024 and the Division of Revenue Bill 2024 at State House, Nairobi, on Monday June 10, 2024.

In the new laws which are aimed at unlocking the resources that will catalyse economic performance and enhance service delivery President Ruto announced that the government has reduced this financial year’s overall budget by KSh132.46 billion from KSh3.981 trillion to KSh3.848 trillion which is 3.3 per cent cut.

The Supplementary Appropriation Act 2024 now reduces KSh32.6 billion from various budget allocations. With the rationalisation of expenditures, the law authorises the spending of KSh102 billion from the Consolidated Fund for the year ending June 30, 2024.

However, the education budget has been enhanced, with university education receiving KSh4.468 billion and secondary education KSh1.112 billion.

“It allocates more resources to the development, university, and secondary education. Importantly, the Bill reduces the overall budget by Sh132 billion, signalling our commitment to reducing deficits and debt accumulation,” Ruto stated.

Ruto said the increase is expected to boost the provision of services by ensuring that county governments are adequately funded to perform their functions outlined in the Fourth Schedule of the Constitution.

Development spending has also been redirected to priority areas and reduced by KSh75.29 billion, while KSh51.12 billion has been allocated for emerging pressing needs.

The department of Internal Security for El Nino disaster management is among the beneficiaries as it has been allocated KSh3 billion while KSh3 billion has been allocated for the fertiliser subsidy programme.

The Supplementary Appropriation Bill, was considered and passed by the National Assembly on June 6, 2024, with amendments seeking to authorize the issuance of KSh102,305,909,030 out of the Consolidated Fund and apply it towards the supply granted for the service of the year ending June 30, 2024.

The Supplementary Appropriation Bill (National Assembly Bill No. 32 of 2024) was sponsored by the Kiharu Member of Parliament Ndindi Nyoro who also doubles up as the Chairperson, the Budget & Appropriations Committee.
