Nandi senator demands hiring of 46, 000 JSS teachers on permanent terms

Nandi Senator Samson Kiprotich Cherargei has requested for a statement from the Education Committee on the hiring of the over 46, 000 Junior Secondary Schools (JSS) interns into Permanent and Pensionable terms.

Cherargei in a statement dated May 20, 2024 and said that there has been unfair labour practice by the Teachers Service Commission (TSC) in employing duly trained and qualified teachers as interns in JSS.

He requested the committee to elaborate on any measures the Ministry of Education has taken to ensure the full implementation of the Competency-Based Curriculum (CBC), especially considering that the teachers are currently overwhelmed, poorly equipped and unmotivated to implement the new curriculum.

Also, the Senator wants the education committee to clarify why the TSC continues to violate the rights of trained teachers by employing them as interns at JSS and retaining them as such for the second consecutive year, despite prior assurances of absorption on permanent terms, then proceeding to recruit new teachers without renewal of contracts of those currently serving as interns.

The committee is asked to state the reasons for the Ministry’s and TSC’s failure to comply with the Employment and Labour Relations Court Judgement of Petition No. E223 of 2023, which found out that the JSS teachers were unfairly treated and discriminated against by being denied the terms and conditions of service ordinarily enjoyed by trained teachers, questioning when their terms, including medical cover and pension, will be improved.

Cherargei also wants the committee to state whether the ministry has completed the process of interviewing teachers for promotion and why TSC failed to promote teachers who automatically qualify due to experience, including JSS teachers who possess similar training as other teachers in secondary schools.
