MoE invites public to give views on Bills drafted on education reforms

Education CS Ezekiel Machogu has invited the public to present views in written memoranda on Bills MoE has drafted to actualize reforms in the education sector.

The Ministry of Education (MoE) has invited the public to submit their views through memoranda on the proposed Sessional Paper and Bills that will implement various recommendations contained in the Presidential Working Party on Education Reforms (PWPER).

The draft Sessional Paper on Transforming Education, Training and Research for Sustainable Development in Kenya is meant to, among other things, adopt a 2-6-3-3-3 education structure and establish a comprehensive school system where all levels of learning from pre-primary to grade nine are managed as one institution.

This is seen as a move to get full control of billions allocated to basic education institution in form of capitation funds for Free Primary Education (FPE) and Free Day Secondary Education (FDSE), which lacks a clear mechanism of holding the school heads to account in case of misappropriation.

Other Bills include the Basic Education Bill, 2024, Basic Education Scholarships and Bursaries Bill, 2024, Education Appeals Tribunal Bill, 2024, Kenya Institute of Curriculum Development (Amendment) Bill, 2024, Kenya National Examinations Council (Amendment) Bill, 2024, and Kenya Literature Bureau (Amendment) Bill, 2024.

Others are the Technical and Vocational Education and Training Bill, 2024, Kenya National Qualifications Framework (Amendment) Bill, 2024, Universities Bill, 2024, Tertiary Education Placement and Funding Bill, 2024, and the Science, Technology and Innovation (Amendment) Bill 2024.

Consequently, Education Cabinet Secretary (CS) Ezekiel Machogu has given the public up to March 15, 2024 to submit their written memoranda on any input they may have on the policy and these legislative proposals.

“Pursuant to Article 10 and 232 of the Constitution, the Ministry of Education hereby invites stakeholders and members of the public to submit written memoranda of any input they may have on the policy and legislative proposals set out above,” reads the notice in part.
