A bill has been introduced in parliament to establish Sub-county Education Boards in every sub-county, aiming to amend the Basic Education Act No 14 of 2013 through the Basic Education (Amendment) Bill, 2023.
The pivotal role of these boards would be the compilation of comprehensive data on all education and training institutions within their respective sub-counties.
These boards, in collaboration with sub-county residents, will be tasked with recommending institutions eligible for infrastructural development funding.
Additionally, they will scrutinize the reports from the Board of Management of schools within the sub-county and forward these reports to the County Education Board.
Furthermore, the Sub-county Education Boards will evaluate the budgetary needs of educational institutions in the sub-county and formulate allocation programs, including initiatives such as institutional lunch programs.
Comprising a chairperson and members appointed through an open competitive process by the Cabinet secretary, each Sub-county Education Board will include a member of parliament from the constituency, the sub-county director of education, the county executive in charge of education, a representative designated by the TSC, two individuals nominated by the Teachers Trade Union, and two educationists with a minimum of five years of experience nominated by the Parents Teachers’ Association in the sub-county.
