TSC issues tough new rules on staff annual leave

The Teachers Service Commission (TSC) has released new guidelines on the utilization of annual leave applicable to all of its Secretariat staff.

In an internal memo dated October 9, 2023 addressed to all the organization’s directors, the Commission’s CEO, Dr. Nancy Macharia expresses concern over the lack of adherence to Clause 57 of the Human Resource Policies and Procedures Manual 2 0 1 8 by some staff members.

The memo which is copied to all regional directors, county directors and sub-county directors, says it was mandatory for all employees of the TSC Secretariat to take their annual leave of 30 days every working year and directs the officers to review and update the pending leave days for staff in their respective service areas.

Dr. Macharia further said that it was essential to ensure that all staff take their annual leave in accordance with the Leave Roaster.

In addition, the senior officials were asked to use the necessary administrative arrangements to regulate the leaves in order to ensure the smooth continuity of service delivery to teachers and other stakeholders.

At the same time, the TSC boss wants all staff members with accumulated or unused leave days to proceed on leave immediately and strictly abiding by the approved the leave roaster.

On the other hand, those unable to do so due to work-related exigencies were required to submit applications for leave deferment. However those deferment decisions were to be made in strict accordance with the memo’s guidelines.

Dr. Macharia emphasized the importance of utilizing all leave days, including those carried forward or deferred in the current leave year, before June 30, 2024.

The memo stated that no more than 15 unspent leave days could be carried over into a new leave year stating that the Commission will demand cash compensation from those who fail or refuse to use their leave days.

Dr. Macharia says that those who would want to opt out of their annual leave for whatever reasons would require prior written approval from the Director of Human Resource and development warning that those who do not follow these guidelines would be punished.

The memo further directs the Director of Operations to collaborate with the regional directors to coordinate the leave schedules for all field staff and ensure compliance with the provided rules.
