KUPPET welcomes promotion of 36,275 teachers, calls for fairness in interviews

Kenya Union of Post Primary Education Teachers (KUPPET) Vihiga County has welcomed the decision by the Teachers Service Commission (TSC) to promote 36,275 teachers giving priority to those who have stagnated in the same job groups for long.

They urged the teachers’ employer to embrace fairness while conducting the promotion interviews. 

Speaking to Education News today, KUPPET Vihiga Executive Secretary Sabala Inyeni stated that he was happy that this time round the Commission had considered the plight of the majority of teachers, especially in job groups  C3, C4, and C5.

However they raising concerns over the manner in which the commission has previously been carrying out the exercise.

“We are happy that the commission has this time considered the plight of a majority of our members who have been stagnated especially in C3, C4, and C5.

However, we want the commission to come out clear on the marking scheme that they intend to use in these interviews,” demanded Sabala.

According to Sabala, several of their members were still waiting for the results of the past interviews

He asked TSC to refrain from the routine where teachers go for promotional interviews more than three times without getting the results. 

“More annoying is the fact that the number of those promoted is almost negligible. Why is the commission asking the same teachers to apply for interviews when, in their own opinion, did not qualify for the same promotion not more than 6 months ago?” poised Sabala. 

He added: “TSC should stop this trend where teachers have to sit for the same interview three or even four times, before succeeding. We are afraid the commission is giving out these interviews the same way they dish out employment letters in funerals and other social joints”, Sabala added.

According to the promotional advert released yesterday by TSC, a total of 36,275 teachers will be promoted as per the Commission’s Career Progression Guidelines (CPG) for Teachers, where interested candidates, who meet the required qualifications, have been given up to September 8, 2023 to submit their application. 

A huge chunk of the promotion will be from C3 to C4 which is Senior Master IV where the Commission is targeting to promote a total of 12,716 teachers to that position. 

For one to be appointed to the position, a teacher must have served as a Secondary Teacher I, T-Scale 8 for a minimum period of two (2) years and obtained a satisfactory rating in the performance appraisal process.

It also targets to promote 1,142 teachers from C4 to C5 Senior Master III status where for appointment a teacher must have served as a Senior Master IV T-Scale 9 for a minimum period of two (2) years and also obtain a satisfactory rating in the performance appraisal process. 

Other positions include Chief Principal with 34 posts, Senior Principal with 108 posts, Principal with 541 posts, Deputy Principal II with 547 posts, Senior Lecturer I with a total of 72 posts, Deputy Principal III with 1,057 posts, Senior Lecturer IV in Teacher Training Colleges with 216 posts, Secondary Teacher I with 1,928 posts. 

Headteacher with 1,049 posts and 30 posts for Special Needs Education (SNE), Deputy Headteacher II with 1,930 posts, Senior Teacher I in primary schools with 3,040 positions while for SNE total allocation being 346 positions, Senior Teacher II in primary schools with a majority of 10,819 positions, and Senior Teacher II in SNE institutions with 700 positions.
