School heads of the newly founded schools have been asked to comply with all the guidelines on the implementation of Free Day Secondary Education (FDSE) in order for them to be included in the program for the next fiscal year.
In a circular dated July 16, 2023 signed by the Principal Secretary for Basic Education Dr. Belio Kipsang in reference to the guidelines dated November 15, 2022 as read together with those issued on May 2, 2023, the PS asked the Regional Directors of Education to ensure all new schools in their jurisdiction submit their original application forms to the Director Secondary Education by August 4, 2023.
Among the required guidelines these institutions are supposed to meet include; registering learners on NEMIS, applying for FDSE by filling a prescribed FDSE grant application form found on the NEMIS platform.
Also, the school heads are required to attach a certified copy of BOM minutes approving the Bank Accounts of the School, a copy of Principal’s posting letter by Teachers Service Commission (TSC), a copy of the school registration certificate, as well as an introductory letter by the Sub County Director of Education.
The government had allocated a whooping Ksh 22, 244 annually per learner to actualize FDSE.
Tuition (Teaching learning materials and exams) was allocated Ksh 4, 144, medical/insurance Ksh 2, 000. Activity fees was allocated Ksh 1,500, SMASSE Ksh 200, Maintenance and improvement Ksh 5, 000 as other vote heads (local transport and travel, administrative costs, electricity, water, and conservancy, personal emolument) got the lion share of Ksh 9, 400.
